 This might be a stretch. Is possible to make an element required if certain condition exist? E.G. If the author puts in an element than another element which was once optional, is now required. This does not seem to be an XSL-related question. If you are asking about how to specify document content in an XML constraint language (such as DTD, XSD, or RNG) your question is out of scope on XSL-List.
