This isn't an XSL restriction, it's an XML one. That's assuming there is a Uniocde character 0 in the file. The other possibility is that your file is in utf16 but the parser is misconfigured and reading it as utf8 or latin1 or some other 8bit encoding, in which case every other character will appear to be 0.
