unparsed text available
  <xsl:when test="boolean(document($postnetfile))">

there's no need to apply boolean() test= always applies that implicitly.
relying on document() to return an empty sequence if the document is not
there is relying on optional error recovery so it's better to test with
doc-available() but document and doc and doc-available all require an
XML file so in this case you want to test with unparsed-text-available()
Finally all of these functions require a URI and unless your URI
resolver is unreasonably lenient they will all tell you that
'C:\temp\postnet94030.png'
uses an unknown URI scheme C
The URI to that file would be
file:///c:/temp/postnet94030.png
