I would say it depends whether or not a particular grammar is sufficient for your purposes.

let me rephrase: is there a generally agreed upon, standardized way to
use xml elements from some namespace for systematic commenting that will
allow the automated extraction of documentation, similar to javadoc,
that *somebody else has already written*? :-D
