If you're outputting HTML using XSL then you can output JavaScript event
handlers to handle whatever mouse-events you need.

As David says, XSL isn't a UI language as such, but a transformation
platform that can transform XML into another UI language which handles
mouse-events, such as an HTML and JavaScript combination.
