If you use Eclipse for your Java development, I would recommend Oxygen XML/XSLT Debugger <http://www.oxygenxml.com/>. It is available as an Eclipse plugin, and the debugger does everything you could ever want, as far as XSLT 1.0 is concerned. I haven't yet used it for XSLT 2.0, but it supports it, and I have no doubt it will help me when I get time to learn 2.0. It also allows you to choose between XSLT processors, although obviously the debugger can only work with those that support debugging (not MSXML, for example).
