xx:node-set (in all implementations that I have seen) will not cast from
a string, but only from a result tree fragment. To get from a string to
a node set you need an XML parser. Some systems do have xx:parse()
extsnsions, or can use the satndard document() function with the data:
uri scheme to parse a string as XML.
