That's my impression too: simple scripts & build systems is common, at least in some parts of the open source community. Personally, the most sophisticated way I've used an XSL-T engine is libxslt via the Python bindings, otherwise it have all been scripts, build systems and <?xml-stylesheet ?> in browsers.
