xalan:node-set() with < and >

Does anybody have some experience with respect to
xalan:node-set()?  I'm trying to get the following to
work via XSLT 1.0 but to no avail (I have to use the
escaped <>'s because that what is being passed into
the sytlesheet).  Thanks!

&lt;Node&gt;&lt;Value&gt;HI2&lt;/Value&gt;&lt;/Node&gt;
</xsl:variable>
<xsl:copy-of
