A parser may report attributes in any order, so an XML application such
as XSLT has no information about the order that they actually appear in
the file.

However I think you don't mean attribute order on a single element but
rather element order, depending on attributes.

You can specify that in Relax NG but not in XSD or DTD.

usually you can just write the necessary XPath's to not depend on the
order so you don't need any specifc tests for this. Can you give a small
example where you think that constraining the source order would save you a
test?
