no, variables denote values so you can't reference an undeclared
variable. There is never any need. Just declare the variable chapter
with definition / (your suggested default was the empty sequence but I
suspect that you meant / as otherwise paths starting at $root-node would
all be empty) so that it can be used stand-alone, and when you
import this styleshete into another styleshete the importing stylesheet
can supply a non empty definition that will have higher import
precedence.
