So there's no way to do this without using divs to replace ps?

One of my requirements is it open cleanly in Word, which ideally means mapping to its paragraph styling system. Unfortunately, that's all based around, well, paragraph tags.

So if I have this output:

<p class="body text">Some text:
  <div class="blockquote">
    <p class="blockquote">One paragraph.</p>
    <p class="blockquote">Another paragraph.</p>
  </div>
And more text.</p>

The paragraphs get nicely mapped to body text and blockquote styles.

However, it seems the damned thing then isn't valid XHTML!
