I'm sure they thought about it, but XSLT is designed primarily to
generate well formed XML and you can't have an unescaped < in an
attribute value in XML. IN Element content the unescaped < could be
taken as the start of a tag which is useful if evil, but in an attribute
value it would just be an error, so wouldn't be useful.

In HTML an unescaped < is allowed but equivalent to an escaped one, so
you should never need to disable escaping in an attribute value for
html. (This is assuming that your html browsers comply with the html
specification, which may of course be a naive assumption)
