XSLT is pretty bad at this kind of transformation, probably if you
really have to start from input in that form I would use the deprecated
disable-output-escaping feature (if your XSLT system supports it, it is
an optional feature)

Assuming you have d-o-e you can use

<xsl:value-of disable-output-escaping="yes"
select="transform('{}','&lt;&gt;',.)"/>

but any use of d-o-e is usually a sign that something is wrong with the
design, somewhere.
