xsl if compare numbers
lots of ways, depending what you want to do. The most general way is to
use any of the grouping methods (see faq or jeni's site) and see if any
group has two items in it. If you are just processing all the users and
want to generate an error message if you've seen this uid before I'd do

<xsl:template match="user">
 <xsl:if test="preceding-sibling::user/@uid=@uid">
  <xsl:message>oops</xsl:message>
 </xsl:if>
....
