could more easily be written

<xsl:variable name="n">
  <xsl:number value="position()" format="1"/>
</xsl:variable>

<a href="#q{$pos}{$pos2}{$n}" name="#a{$pos}{$pos2}{$n}">
  <xsl:value-of select="."/>
</a>

Note here that the value of the name  attribute is invalid: it should
not start with a #, although XSLT will not check that for you.
The resulting html attribute will not work as an anchor though (perhaps
that is your problem?)

It is not clear what your question is, why can you not do essentially
the same code (with q and a swapped) to generate the links back from the
answer to the quetion?
