Changing an html colour value

Hi...

Is it possible to change an html colour value coded into the source xml with
xsl?

This appears in the xml:

<td bgcolor="#ffffff">foo</td>

I would like to change the colour value of every instance of this in the
output to #999999.

I imagine that an if / when statement would be used but I am unsure of the
syntax.

Any help would be appreciated.
