You only have to check either the immediately following or preceding
sibling, not both. Try:

  <xsl:choose>
    <xsl:when test="preceding-sibling::Step[1]/ProbDefault =
                    ProbDefault">blank</xsl:when>
    <xsl:otherwise>
      <xsl:value-of select="ProbDefault" />
    </xsl:otherwise>
  </xsl:choose>
