One wouldn't expect many people to be using them when there is only one version of the spec out. It might turn out that it was over-engineered, but that's probably better than the opposite. It's not easy when you're designing version 1.0 of a language to predict what the transtion issues are going to be when you get to version 2.0, so it's better to be safe than sorry.
