ok, think I got the sort correct...under <office>, added <xsl:sort
select="address"	/> right after
<xsl:apply-templates
select="key('offices',concat(ancestor::country/@name,'-',names/name[@lang='en
']))" mode="location">.  Works for my posted source tree.
