Its certainly a regular feature in the ACM Communications magazine. In the March 2004 issue Phillip Armour wrote an article called "Beware of Counting LOC" where he essentially discounted it. I would think that in a non-procedural language like XSLT it would be very difficult to get anything useful out of the size of the "program", except, perhaps, an indication of the cost of maintaining it.
