No, implying that the whole story's longer than I want to type before
coffee: for "variable" in my reply read "sequence constructor" ie any
such thing (like a function body) that has an as attribute, but the
exact details are complicated, especialy for xsl:variable which has
several special cases to keep backward compatibility with xslt1 usage as
far as possible.
