How to output the less-than sign (and not <)

less than sign
I am trying to generate HTML which contains an embedded hyperlink. However,
because I use &lt; as the start tag, the resulting HTML displays the actual
source code, and not a hyperlink. How do I escape the escape character so
that the HTML contains the less-than sign?

Here is my current HTML output:
