character in dtd invalid

Anyone have any idea how I can change the DTD so that
it will accept the "/" character as an attribute value?

That is not an XSL question. So this is the wrong list.

You can not do it in a DTD, you can only enumerate XML name tokens which
like element and attribute names can't have / in them.
