  Since what I believe you are asking for is the HTML encoding of ISO-8859-1 
  characters as named HTML character entities, then specify what you are 
  asking for:

No he (and I) want them output as numeric character references &#1234;
so the resulting file is well formed if viewed as being in either the
ascii or utf8 encoding.
