The empty tag syntax for the link tag is what I was missing.

This isn't valid XHTML it should work if you change it to

<link rel="stylesheet" type="text/css" href="/styles.css" />

This is a problem with your XML rather than your XSL, It looks like it could
be a dodgy Microsoft quote.
