For Saxon, tail recursion is used in some circumstances and not in others, and the circumstances are not described anywhere (except the source code, and to a degree in the change notices that accompany each release). The answer certainly varies by release. At one stage, for example, only self-recursion in call-template was optimized. In later releases, this was extended to apply-templates and to non-self-recursive tail calls. Michael Kay XSL-List info and archive: http://www.mulberrytech.com/xsl/xsl-list
