I'm fairly new to XML. I am adding images to XSL in block-containers. I've
found that if I add them to the body region and before any other blocks, the
images are behind any body text.

If I add them to the region-before, they appear over the text, partially
covering it. Is there any property which will specify that the
region-before should be beneath the body text or that the image contained in
the region-before should be beneath the body text?

I don't think so.

Maybes you run into a processor specific limitation. You should
state your processor and its version.
In any case, I suspect you try something like watermarks. Use
a background image for the body for this purpose.

Also, is there any way of specifying that an image contained in a
block-container should be transparent?

No. How do you define "transparent image"? If it's transparent, you can't see it.
