simple transformation
Without looking much at the rest of your XML or stylesheet,
I would change
         <xsl:variable name="temp" select="SETID"/>
         <SETID><xsl:value-of select="concat($temp,01)"/></SETID>
to
	    <SETID><xsl:value-of select="SETID" />01</SETID>

If you use concat(), you should put the 01 in quotes:
     select="concat($temp,'01')"
