so you want each one to be prefixed by a newline asn (say) four spaces,
so that is
<xsl:for-each select="raisesException">
  <xsl:text>&#10;    </xsl:text>
  <xsl:value-of select="@name"/>
  <xsl:if test="not(position()=last())">,</xsl:if>
</xsl:for-each>
