this would actually be much easier in xpath 2 as xpath 1 is rather restricted on what you can do with the names of elements. If you were comparing the contents of elements in each of the nodes you could use the automatic existential quantification of = to do the right thing, but as you need to compare content against name it's a bit trickier. So long as your $set2/parameters dont have two children with the same name, i think this works. test="count($set2/parameters/*[name()=$set1/menu/item/param[@required='y']) = count($set1/menu/item/param[@required='y']) ie the number of parameters in set 2 whose name matches a required param in set 1 should equal teh number of required params in set 1.
