The only way (in general) to reformat an XML file without changing its semantics is to add the extra whitespace _inside_ the tags not in element content. so you can change <a>bbbb</a> to <a >bbbb</a > which is sometimes useful (James Clark's sp suite tends to use that style) although not everyone likes the result. indenting elements (as used for example in xsl:output indent="yes") will in general change the document, which is why it is not on by default in xml output (but is for html output).
