It is a technical term that describes how to extend an ordering on a finite set to order finite sequences of those terms, ie how to order strings given an ordered alphabet. the algorithm is that you order one string less than the other by comparing the first character that is different in the two strings. Dictionaries may use other orderings as they have other constraints like putting words with the same stem together and not listing gratuitous capitalisations like CAT at all.
