I need to create a document in which the body has a border on all four edges.
The header also needs to be surrounded by a border.

Approaches: A) Put appropriatly placed and sized fo:block-container with appropriate borders into the static content (region-before: all borders, region-start: right border etc.) You may have to adjust region extents for the border width. B) Use a background image for the regions.
