This is a FFFFAQ, se the FAQ for this list, but basically if you can control your input you would be much better to have html elements in your source not strings of quoted html markup ie have <foo> <html> ... </html> </foo> rather than <foo> <html> ... </html> </foo> then your template for foo, just needs to do <xsl:copy-of select="."/> and the html elements will be copied.
