If your input characters are not already encoded in an XML-compatible way, then you will get a fatal error parsing your input document and you won't be able to run XSLT on it. CDATA nodes _only_ affect the interpretation of < and & all other characters are interoretted the same way inside and outside CDATA sections, so this is unlikely to help.
