XSL, Escaping, undocumented?

Hi

I want this functionality in XSL:
<xsl:variable name="time"
select="document('www.time.gov/time.asp?state=la&applysummertime=no')"/>

The above ASP will return an XML document that will contain the time in the
specified state.
My problem is that the MSXML XSL transformation handles the "&" character as
an illegal character.
If I write "&amp;", it doesn't convert it to the actual amp character, which
means that the ASP script reads the state variable like
"la&amp;applysummertime=no"..

I don't know what to do, and I have troubles finding documentation for this.
