I need to keep small clumps of table rows together on the same page,

Each record will contain from one to 'N' lines, where 'N' will probably be
less than five (5) or six (6).  This does NOT work:

Did you run the transformation and examined the resulting FO document
whether the keeps are on the rows where you expect them? You might
have a different problem than you think you have.
