It's legal for indent="yes" to have no effect but I don't think it's
legal the html output method for the output with indent not specified
to be different from the output when indent is specified.

the indenting algorithm is implementation defined (and can be a no-op)
but it is not optional that xsl:output method="html" defaults
indent="yes"
