Probably mistaken, however:

Many XSLT systems allow input to come from something like a SAX stream
so in theory (and in practice) you can get input from non XML sources so
long as you write a sax filter for that input.

XSLT 2 draft has a function similar to document() function which takes
plain text files rather than XML.
