Absolutely you can - you can transform xml into xml with xslt.

<xsl:template match="dogs">
	<rowset row-count="{dog-count}">
		<xsl:apply-templates"/>
	</rowset>
</xsl:template>

<xsl:template match="all-dogs">
	<row>
		<xsl:apply-templates"/>
	</row>
</xsl:template>
