If you use Cocoon exactly this (XML => FO => RTF) is done "on the fly" and the user doesn't see the multiple transformation steps.

If the document does need to be structurally transformed then it is a
lot easier to use DSSSL with a single step transformation from xml into
RTF. If the document needs to be structurally transformed then I would
probably take that more complicated route.

By the way, do you have a link to get the jfor tool?
