XML+XSL --> HTML

Hello,
  Does anyone know how to link sablot lib statically with any VC++ project?
  The VC++ application is used to transform xml+xsl to an html output file.

  Or are there any other tools that can achieve this from VC++?
  There should not be any dynamic linking (dlls) for this project...

Help asap would be appreciated,
