declare entity in xsl

that error message seems clear enough:

Your top level element is xsl:stylesheet but you have declared that it
is stylesheet in the declaration.

make that

<!DOCTYPE xsl:stylesheet

However that is a validity error not a well formedness error which
implies you are using a validating parser, this is rarely a good idea
on an xslt stylesheet as it will force you to declare all the elements
and attributes as well as the entity values.

Having said that you don't really need to declare these entities in teh
stylesheet you can just use ñ or type teh n-tilde character
directly, either of which isn't really any harder than typing ñ
and avoids the need for the doctype declaration.
