WOW! - It's amazing what you can do when you know what your doing!
With some small changes to my XML(stuff I didn't include in the example) it
looks like this will do the trick.

isn't that

  <xsl:for-each select="(Coverage/*/*)[position() mod 12 = 1]">

?

I think you want something like

<xsl:for-each select="(Coverage/*/*)[position() mod 12 = 1]">

set up new page

do each row:
<xsl:apply-templates
select="(.|following-sibling::*|../following-sibling::*/*)[position()
&lt;= 12]"

finish up page

</xsl:for-each>
