It refers to the formatted layout.

It basically means keep the item on which the property is defined
'with' (i.e. within the same unit) the next (or previous) unit.

the components define the unit
so keep-with-next.within-column
would instruct the formatter to try and keep the content in 
the same column as the next piece of content (which may be
unreasonable if the next item is huge.)

think of it as 'how strongly do you need this'.
1 is 'if you could please'
10 is 'try your best'.
