RE: special chars appearing in href - %09 %0A etc

It's because of the whitespace in your <xsl:attribute>

You will need to do one of two things:

1. Put it all one line:

<xsl:value-of select="$url"/>?a=b&amp;c=d</xsl:attribute>

2.  Enclose the text in <xsl:text>

<xsl:attribute name="href">
  <xsl:value-of select="$url"/>
  <xsl:text>?a=b&amp;c=d</xsl:text>
</xsl:attribute>

The whitespace between the elements is considered presentational and is
stripped out by the processor.

The choice is yours, some prefer a combination:

<xsl:attribute name="href">
  <xsl:value-of select="$url"/>?a=b&amp;c=d<xsl:text/>
</xsl:attribute>

Its all down to readability at the end of the day
