But if the document's really in a closed world of your client and you're only using XML to make use of the available tools rather than to make the XML document available generally then clearly do whatever works: if the input and the output need to be in a microsoft specific encoding, and your XML parser understands that encoding then clearly it makes sense to keep within that world.
