UNICODE problem

unicode problem
I am having a problem when i run my stylesheets. for &sect; i am getting §
as oppose to §
this is what is in the DTD for &sect;

<!ENTITY sect "&#167;">

I'm not sure but i think i get this extra symbol because the encoding for
the input xml file is

<?xml version="1.0" encoding="UTF-8"?>

if anyone has any ideas or could point me in the right direction i would
appreciate it.
