Although an XSLT processor would serialize it as:

  <input maxlength="&quot;3&quot;" />

or:

  <input maxlength='"3"' />

which would be well-formed (though not valid XHTML). Unless you use
disable-output-escaping or the text or html methods, it should be
impossible to generate non-well-formed XML using XSLT.
